I figured I would use a .pdf (one of the documents there already is), but I notice that Google routinely converts .pdfs to .html and offers viewers the option to get the pages that way. If there is no copy privilege on the PDF, even Google shouldn't be able to convert it. But you do have to go

There's also an issue of maintaining some measure of restriction on whether the documents themselves (as opposed to the main index page) get picked up by search engines ... I try not to encourage people to grab bits and pieces off the web, out of context, rather than reading the whole
