Try soaking your blouse overnight in a *very* strong solution of OxyClean powder (or generic thereof). Strong, as in "just dump it in".
For spot cleaning on white fabric, I've had a lot of success rubbing a paste of OxyClean and liquid hydrogen peroxide onto the stain (chemical reaction = heat, so don't be alarmed.
