Thanks to Gordon and Jonny for suggestions re versions of wget.
It appears this has the same problem as httrack, namely, it won't
work if the web site lacks an index.html file. Anyway, the
idea has now been abandoned because of copyright problems.

There's also a MSYS/minGW version of wget, too, if the cygwin style
doesn't feel right to them.
I think MSYS looks more Windows-like than cygwin.
IIRC MSYS avoids those /cygdrive/C/ paths that cygwin uses.
