Are rails interchangeable within a manufacturer? I.e. Will any Dell rail fit
any Dell server? Will any HP rail fit any HP server?
What I can't really understand is

Second-hand prices for rails will depend on the server they're suitable
for, too. The rack side of things is uniform, the server side depends on
the server manufacturer; Cisco UCS rails don't fit Dell servers, for
example, as they have different attachment methods.

When purchasing a new server, the rails are normally a cost extra, but
everyone ticks that option because one always needs rails otherwise it
is difficult to install the server.
So, the rails come with the server and not the cabinet.
But, for second hand hardware, they are probably sold

Keeping this as short as possible: Do rackmount server rails come with the
