American solar physicist David Hathaway thinks so. An article on the

I do not remember having an ID for "Caracol" on
this ID page. There are many "Radio Reloj"
stations in Colombia and often it is very
difficult to get a local ID but HJEW is an
exception - of
Bolivia, 4716.75, Radio Yura, 0930-0945 Noted a man in
comments using a vernacular language. This followed with a
long period of Bolivian music. At 0940 the signal improved
slightly. According to GeoClock, the grayline or zone, was
just passing over La Paz at that time. Signal was fair.
