Maybe this is naive, but could this echo have been intentional (like reverb)? I was listening to a sp UNID in the 22 meter band last night, waiting for an ID (never got it- too much interference), and I heard an echo like you described the whole time. The announcer had a overly dramatic style, so I just assumed it was a special effect.
Although standard studio echo is in the neighborhood of 35 ms- not 450. Anything longer than this in the studio effect world is "delay" rather than reverb or echo.
