English finally appeared this morning just a smidge before 1500 UTC
I was listening via Utwente and I saw a carrier keep popping on and off on
15140. It would pop on for a few seconds then pop right back off . I
noticed this around 1845UTC

Tuned in via UTwente at 1358UTC and it was already on ahead of it's
scheduled 1400UTC sign on. English seems to flip flop between the
1400-1500UTC hour and the 1500-1600UTC hour lately... as of 1402UTC, it's
still in Arabic.
