AFRS Mosquito Network June 01 2009

Join us on June 01 2009 when the Radio Heritage Foundation airs a new
radio heritage documentary on the Radio New Zealand International
[RNZI] Mailbox program.

You can listen via shortwave or audio on demand [for the following
month] with full details of frequencies and times and audio download

The program features the story of the six stations of the famous AFRS
Mosquito Network during World War II, and how they got their name.

American Expeditionary Stations in Noumea, Munda, Guadalcanal,
Espiritu Santo, Bougainville and Auckland all went on air in 1944,
some 65 years ago, and were staffed by professional broadcasters
drawn from American radio stations.

Featuring top Hollywood and music show stars, the stations
entertained hundreds of thousands of Allied troops, and introduced
structured radio broadcasting to the Solomon Islands and [now]
Vanuatu for the first time.

Join David Ricquish of the Radio Heritage Foundation on this journey
back to 1944, details about the special four station off-air network
broadcast, and the music of forces favorite GI Jill who joins the
program.

This new radio heritage documentary on RNZI complements three new
stories about the Mosquito Network just released at

Indian media and entertainment industry witnesses phenomenal growth



It was believed by some pundits that the Indian media and entertainment 
industry would become susceptible to downturn and in the long run would add to 
the woes of Indians. However, contrary to their beliefs, it is heading high and 
it seems that it is set to attain the pinnacle of success. It should also be 
noted that the industry has not only been able to stick to the earlier 
accomplishments but has also developed it considerably.

Take for instance the last year. The industry did soar more than 17% at that 
time and now it is believed that the industry is highly competent to grow in 
the region of 19% by 2010. All these make us conclude that the Indian media and 
entertainment industry is one of the fastest growing sectors in Indian economy 
triggered by economic growth and increasing income levels. The recent reports 
of Assocham (Associated Chambers of Commerce and Industry of India) suggest, 
the turnover of this sector will increase twofold in next three years from its 
current turnover of 500 billion.

Let?s look at this unusual saga with greater attention. It has been learnt that 
almost every part of M&E Industry is upbeat and is contributing to the in the 
best manner. It should be remembered that for past few years Direct to Home 
(DTH) service influenced people to watch and perceive television entertainment. 
DTH Industry has shown an impressive growth of 20% per year for past couple of 
years and it seems there is still lot of scope.

According to Chandrashekhar Balakrishnan, Bharti Airtel?s head of brand and 
media, ?At present, there are 80 million TV households in India, of which over 
seven million are DTH ones. Since the penetration is just under nine per cent, 
there is much room for a massive growth rate?. What is more, as the operators 
are moving towards providing triple play services (Phone, Internet, Television) 
the growth seems unchallenged.

Spare BBC licence fee money should be refunded

Any spare money paid for the BBC licence fee should be returned to the public 
rather than used to bail out Channel 4 as this would be "wrong in principle", 
according to the chairman of the BBC's governing body Sir Michael Lyons. 

Sir Michael Lyons, the head of the BBC Trust, said the ?130m surplus which will 
be generated by the switchover to digital television should not automatically 
be "siphoned off" for other "causes and commercial players".

The BBC's digital switchover surplus is a pot of money taken from licence fee 
payments which has been allocated to supply set top boxes to older and disabled 
people.

The money has been ringfenced until 2012 and there have been calls for it to be 
extended to fund other projects such as universal broadband roll out or help 
solve Channel 4's funding deficit.

Lord Carter, the technology minister, is expected to make a final decision in 
his Digital Britain report next month.

But in a speech last night, Sir Michael said the money belonged to the public 
and was "not the Government's, not political parties', not other regulators'".

He said that research has indicated that most people would like the money to be 
refunded directly to them and any redirection would be an act of "bad faith".

In a speech to the Royal Television Society, he said: "People would do well to 
remember that licence fee payers give us their money in good faith, believing 
it will be spent on BBC services and content.

"To suddenly tell them midway through the settlement that their money is being 
siphoned off, as some have suggested it should be, would be more than an act of 
bad faith, it would be tantamount to breaking a contract.

"We know what the public would like to happen to any surplus. Ofcom's own 
research shows this clearly. They'd like their money back. As far as the Trust 
is concerned, returning any surplus to licence fee payers is the benchmark 
against which any other proposal should be judged."

Sir Michael said the Trust had an important role in acting as "guardianshipof 
the public interest in the BBC" which he said "includes seeing off 
opportunistic attempts to spend the licence fee on things that have nothing to 
do with the BBC's public purposes."

He said: "The licence fee should only be used to enable the BBC to deliver its 
public purposes. The digital switchover help scheme is consistent with that. 
The roll out and take up of universal broadband may be consistent with that. 
We'll see.

"But taking licence fee payers' money and giving it to other causes and 
commercial players clearly isn't. It's wrong in principle, it undermines the 
BBC's accountability to licence fee payers, and it risks compromising the BBC's 
independence."

He launched an attack on those who argue for shorter licence fee settlements, 
like David Cameron, the Conservative leader, who is pressing for the licence 
fee to be frozen at ?139.50 ? rather than an increase to ?142.50 ? at a Commons 
vote today.

The Tories believe it is unfair to increase the fee when the country is in a 
recession.

Sir Michael said this move, carried "potentially serious implications for the 
independence of the BBC".

He warned it was a "recipe for curbing the editorial independence of the BBC".

"The traditional system of multiyear funding agreements ? the current one runs 
for six years ?underpins the BBC's editorial independence.. It means that BBC 
journalists, for example, never have to trim to the short-term prevailing 
political wind in order to avoid upsetting the latest licence fee negotiation.

It is very important that the BBC's horizons do not become too closely entwined 
with the political cycle."

RAI to invest E700m in DTT by 2012

Italian public broadcaster RAI has committed itself to investing at least E700 
to E750 million for digital terrestrial television by 2012.

RAI director general Mauro Masi said that RAI would invest E290 million in the 
transmission infrastructure, while E90 to E100 million will be invested in 
content.

For its part, commercial rival Mediaset is planning to spend an additional E1 
billion to complete the analogue switch off in Italy. According to CFO Marco 
Giordano, this sum would be on top of the E2 billion already spent on the 
introduction of DTT..

Meanwhile, both RAI and Mediaset, together with Telecom Italia Media, are 
launching in June the Tivu Sat direct-to-home platform in order to guarantee 
reception of the Italian DTT channels in those areas where the digital 
terrestrial signal does not arrive. Viewers will need a special smart-card, 
which will be sold jointly with the digital box from next month.

communities for an accumulated 217 years, with 2BH celebrating 75
years on the air on June 30 2009.

Johannesburg - A Malawi radio station supportive of the opposition has been 
forced to shut following a police raid and the arrests of three staff, the 
station's vice chairman said on Wednesday. 

"The police effectively closed the radio station last night. The staff and 
journalists are trying to get access into the premises," Tony Mita said. 

Joy Radio, owned by former president Bakili Muluzi, was raided by police 
hours before polls opened for the country's national elections on Tuesday. 
The station was allowed to broadcast music during the day, but was taken 
off the air on Tuesday evening, Mita said. 

"The arrested people would be charged with breaching the parliamentary 
and presidential act for campaigning after the campaigning period has 
ended," police spokesperson Willie Mwaluka said. 

The Committee to Protect Journalists (CPJ) condemned the arrest of the 
journalists and demanded their immediate release. 

Condemn the silencing 

"We condemn the silencing of Joy Radio and effective ban on its election 
coverage imposed by police," said Tom Rhodes, CPJ Africa programme co-
ordinator. 

"The three employees should be released immediately and the station 
allowed to resume news broadcasting." 

According to the Media Institute of Southern Africa, journalists from the 
station were arrested in connection with the repeat broadcast of a 2008 
political programme that contradicted government views that the country's 
food supply was secure. 

The radio station has been the main campaign weapon of the opposition 
ahead of the elections, in which Muluzi is backing opposition leader John 
Tembo against incumbent President Bingu wa Mutharika. 

The arrests marred the peaceful election in the impoverished southern 
African country.

Radio Free Europe/Radio Liberty Has Lost Its Uniqueness Warns Former 
Russian Service Director

In a nutshell, the station [Radio Liberty] has abandoned its uniqueness, its 
identity, its face.

Former Russian Service Director at Radio Free Europe/Radio Liberty 
(RFE/RL) has warned that the U.S.-funded international broadcaster has lost 
its identity, uniqueness and effectiveness in Russia as a result of 
programming changes imposed by the Broadcasting Board of Governors 
(BBG), a U.S. federal agency which manages RFE/RL. Mario Corti, an 
Italian born journalist, writer, and Russia expert who was fired in a dispute 
with the American management team, also charged that former RFE/RL 
managers and BBG members are hiding  massive loss of audiences in 
Russia and other mistakes from the Obama White House, the U.S. 
Congress, and the American public.

In an interview published in Free Media Online Blog Mario Corti described 
his battles with the American management at RFE/RL and with BBG 
consultants, whom he accused of imposing on the Russian Service the 
same popular culture talk show format which former BBG member Norman 
Pattiz, a Democrat, developed with the Bush White House for Arabic 
language Radio Sawa and Alhurra Television for the Middle East. These two 
U.S.-funded private broadcasting entities have been plagued by financial 
and programming scandals, including airing of statements by Holocaust 
deniers on Alhurra.   A study by researchers for the University of Southern 
California, who conducted a review of Alhurra broadcasts, concluded that 
"the quality of Alhurra's journalism is substandard on several levels" and that 
the station has no significant audience in the Middle East.

Mario Corti  who sits on the Board of Directors of FreeMediaOnline.org, a 
San Francisco-based media freedom nonprofit, said in an interview that he 
resisted the changes demanded by the BBG, which ultimately led to his 
dismissal and firing of several other Russian Service journalists, whom he 
praised as intellectual giants of international broadcasting. One of them was 
a famous former Soviet dissident, writer, poet and musician Tengiz Gudava, 
who was killed last month in Prague, the Czech Republic, under still 
unexplained circumstances.

Corti said that he was prompted by his friend's death to go public for the 
first 
time with his criticism of the role RFE/RL management and the BBG played 
in changing the programming philosophy of U.S. taxpayer funded 
broadcasts to Russia. Before his death, Gudava was publishing sharp 
criticism of RFE/RL management and the current political leadership in 
Moscow, but there are no indications that his death, which the police 
described as resulting from being hit by a car, was related to his journalistic 
activities. 

Corti said that "Those among the old KGB and the new FSB , who see the 
U.S. as an enemy rather than a valuable and generous partner of Russia, 
could only be enormously happy with such leaders in charge of U.S. 
international broadcasting as the current U.S. Broadcasting Board of 
Governors (BBG) executive team. They have no reason to worry or need to 
do anything themselves to undermine U.S.-funded broadcasts; it is being 
done for them by these American government officials who are now trying 
hard to hide their mistakes from the White House, the U.S. Congress and 
the American public."

Corti was particularly critical of former acting RFE/RL president Jeffrey 
Trimble who is now executive director for the BBG in Washington, D.C. Corti 
said that he enjoyed full support from one of the previous RFE/RL 
presidents, former Washington Post correspondent in Moscow Kevin Klose 
who left the BBG for an executive position at NPR. He also said that he 
worked well with Robert Gillette, a former Los Angeles Times foreign 
correspondent who, according to Corti, had to leave his broadcasting 
director's job to make room for the new management team appointed by the 
BBG with the mission to change RFE/RL's programming philosophy.

Corti was referring to a series of decisions by the BBG, including the 
termination of all Voice of America (VOA) radio broadcasts to Russia just 12 
days before the Russian military incursion into the disputed territory in 
Georgia last summer. As a result of this decision, VOA registered an 
unprecedented 98 percent drop in its annual audience reach in Russia, from 
7.3% in 2007 to the estimated 0.2% in 2009. Radio Liberty's Russian 
Service has seen a less dramatic but steady loss of listeners, which Corti 
said was due largely to programming changes and firing of some of the most 
talented journalists. Some of the audience loss can also be attributed to 
media restrictions imposed on Western broadcasters by the Russian 
authorities.

In a 2008 Federal Human Capital Survey conducted by the Office of 
Personnel Management (OPM), the Broadcasting Board of Governors was 
rated by its employees as the worst managed federal agency. Mario Corti 
criticized the BBG for requiring RFE/RL journalists to sign secrecy 
agreements, which he charged are designed to hide management mistakes. 
He refused to sign such an agreement.

Corti also charged that the BBG is using a communist era Czech law, which 
is still on the books, to deny foreign journalists working at RFE/RL in the 
Czech Republic basic protections of U.S. and Czech labor laws and 
expressed hope that the Obama Administration and the European Court of 
Human Rights will put an end to this policy. Mario Corti now works as a 
freelance journalist and a consultant for a media group based in Saint 
Petersburg, Russia.

** CUBA [and non]. DentroCuban Jamming Command pulses interfering with WORLD OF 
RADIO on WRMI, 9955, May 20 at 0503. Excuse me if I continue to be upset about 
Cuban jamming, especially against non-Spanish, non-exile broadcasts. How many 
of you can say that you are jammed by the pals of ``your friend in Habana``, 
Arnie Coro, whose own DX program is immune from jamming? This was a repeat of 
WOR edition 1460, as 1461 starts this week on UT Thursday May 21.

9560 with hash against weakest R. Australia signal at 1300 May 20, from the 
Cuban relay of CRI on 9570, and also traces of same audible under strongest RA 
signal 9580. These must be what ruin RA reception in Ontario, as Andy Reid 
reminds us.

After missing a few days, RHC`s 12000 was back May 20 at 1318, despite V of 
Russia Chinese service co-channel. The two were about equal levels here, 
despite Cuba`s extreme proximity advantage, taking turns dominating. Still same 
at 1345, when Russian song being played, but announcements in Chinese. At least 
the VOR transmission has been cleaned up to lack all the dirty splash above and 
below. I suppose the clash is less of a problem in RHC`s 12000 target area of 
``Nueva York``, while there are plenty of clear //s, 11760, 13680, 13760, 
13780, 13880, 15120, 15360 (Glenn Hauser, OK, DX LISTENING DIGEST)

** U S A. WWCR, 15825, May 20 at 1324, tnx sporadic E inbooming so much that 
the squeal was audible beneath the jailed Tony Al?mo, whose child sexual abuse 
trial has been postponed again until July, presumably another playback of an

occasional murmurs, prompted reaxion from his small audience, he was preaching 
to children, which could explain his extremely condescending tone, turning off
