My personal opinion is that the best meritocracies are the ones designed, implemented and maintained by the community in focus. There are some good examples, for example the Apache Foundation for one, and it would be very helpful to know what others think are other good examples to learn from. But

File 8989.3, field .01 is a DINUM'ed field (the input transform is in fact S DINUM=1). DINUM'ed fields may not be edited. The reason for this is that most DINUM'ed fields are of the form S DINUM=X, and since X is the value in the .01 field, any change in X would change the subscript ... and it's
