Someone mentioned HTTrack. I second that motion.
I've used it many times to "backup" websites for
customers who couldn't get a hold of their webmaster
and needed to transfer their site to another webhost

There was a proggy called Web Copy, that was free. It did the job very
well. I haven't been able to find it.
