[H] File date/time stamps

I am trying to figure out whether my machines have MS08-067 installed. I think so, but I can not be sure. When MS posts their file specs, do they use UTC or local PST for the date/time stamps of their files? The file in question is: w2k - Netapi32.dll v5.0.2195.7203 310,032bytes XP -
