What kind of internet connection is it, and what is the hand over to the
customr.
Is it ADSL, Cable, or ethernet hand over. Does the customer have to
provide a router or DSL modem or cable modem?
Once you have this nailed down, something should be doable in this budget.

put on the landlord - you are basically having them be responsible for

How about putting the burden on the landlord? If the landlord can't
demonstrate the internet connectivity you require prior to rent/lease then
no deal. At a minimum, you should be able to plug your own laptop into the
building manager's router, get
