took awhile but I wound up doing a clean boot with windows installer
service enabled to get around the permission thing then was able to
install subinacl and do a reset.
I still think the cpu is running too much like the iexploer bug just
will not go
been messing with this laptop way too long. Most junk cleaned, get a
pop up once in awhile that eset nabs so not clean, CPU is running
normal speed not full throttle but now the dam thing tells me I have
permission to do anything. No programs will run.

I can access stuff in safe mode so game is not lost.
clean slate is coming but I have only gave in a couple of times, hate
to tap out on a old xp box :'(
