thanks for pointing me in that direction
took awhile but I wound up doing a clean boot with windows installer
service enabled to get around the permission thing then was able to
install subinacl and do a reset.
I still think the cpu is running too much like the iexploer bug just
will not go away but at least it is running and permissions are back.
now to get my AV back, install got borked somehow, will not repair or
uninstall normally and running install says it's already there. err
tomorrow is another day
different bug but during this mess my main box decided to increase
size of all my programs like I changed the resolution but the desktop
is normal. I did buy a HD monitor and my video will not support 4k so
looking at video cards also.

dl'ed the subinacl install file for xp from ms but when I go to
install it in safe mode get admin has set permissions to deny this.
trying to remember how to reset permissions.
think I'm screwed, but stubborn.
do have a drive and a copy of 7 in the mail.
