For cheap 19" lcd monitors, Samsung 940BW is one choice. Although
some of these had tilting stand problems after a few months of use.
But image quality wise, good enough.
without dead pixels!
Acer has easily been the most trouble free.

Ask before paying if you can test and return if not happy. Also pay with
