For those of you whose libraries serve the general public as well as your institution's, you may wish to peruse a recent article by mark Lenker and Elizabeth Kocevar-Weidinger in the September 2010 (71:5) issue of _College & Research Libraries_. The title is"Nonaffiliated users in academic libraries: Using W.D. Ross's Ethical Pluralism to make sense of the tough questions". I think the guidelines and ever-changing considerations are well-worth reviewing. With decreased budgets and cutting of staff, most libraries open to the public face issues concerning not only computer use, but access to reference services, circulation privileges, special collections, use of meeting rooms, and interlibrary loan privileges. Of particular note was the phenomenon of increased distance education programs and the subsequent demand on library services wherever the students and faculty reside.
