My guess is either Hugo Bettauer's City without Jews or Arthur Landsberger's
Berlin without Jews.
I read Bettauer's book after getting a complimentary copy at an AJL conference.

I read a book some time ago, and I don't remember the title or author. It was
set in Berlin and discussed the effect of the Nazis on Jewish artists, writers,
