SCM currently hands out nodes in a static order which has no information about
the leader of the ring. SCM should learn about the leader in either of the
following 2 ways.
a) Ratis should add a callback to statemachine, which inturn notifies SCM of
the state change.
b) SCM periodically updates this information from the heartbeat.
