Fix For: 3.4.0
in HDFS-16320, the DataNode will retrieve the SLOW status from each NameNode.
But namenode did not set isSlowNode to HeartbeatResponseProto in
DatanodeProtocolServerSideTranslatorPB#sendHeartbeat.
