Ability to set fs parameters from libhdfs

As far as I can discern, there appears to be no way to set parameters from
libhdfs. This means that, for example, one cannot modify fs.automatic.close.
It would be nice if it were possible, for example to deal with issues like the
one reported in https://issues.apache.org/jira/browse/HADOOP-4829
