The webhdfs interface is used by many external tools to interface with HDFS
independent of java based hdfs client. Many data management tools can use
snapshot capability to snapshot the data on the file system and use it for
purposes such as creating consistent copy, replication, and recovery.
This jira proposes to expose the following APIs in webhdfs:
# createSnapshot
# deleteSnapshot
# renameSnapshot
