When I get that on my Ubuntu, I repeat this steps :
$ guix pull
$ guix package --install=glibc-locales
$ guix upgrade
$ sudo su
# guix pull
# guix package --install=glibc-locales
# guix upgrade
Then make sure super user and regular user share the same locales.
Finally, I reboot.
