Not sure what you are trying to accomplish here: Do you want to use Heroku to drive Selenium-Tests? Not sure, why one would want to that.
The error basically says that there isn't a firefox installed: Selenium is basically piggy-backing on a firefox to simulate user-interaction with your webapp. But heroku also does not have a windowing-system, it's server only, so even if you could get firefox installed you will not be able to run it. If what you want to is test that the webapp you deployed on heroku is doing what you want it to do, you should be able to run selenium-tests from your local machine and point it to the deployed webapp. Or is it something entirely different you are trying to do?!
