Same feeling. tags are flexible and cool, but it's not easy to see all
options and this drawback discourages reuse. Also their usage seems
coupled to trends and temporary attempts to organize things in
different ways, looking at categorization from different angles.

Maybe this is what you mean by "flexible", but I hate that often people
just create new labels (different capitalization, etc) rather than
reusing existing ones. That is my one gripe about them.

It's a constant from Lucene, most notably older JIRA was using this
very old Lucene version which still had the old name; looks like they
finally upgraded Lucene in JIRA 5, but the version of Lucene being
used now breaks the custom field type for pull requests.

The JIRA issue is not resolved yet as there is some maintenance going
on, apparently "resolve issues" is a feature not available to us
today.
