You can't send messages directly to spectators.
Spectators don't register as clients at all (ie: gamerules, inithud,
clientconnect etc aren't called whatsoever) I still haven't figured out
a way to correctly update information when its needed. I did a little
bit of a hack, that kind of works; I mad
I think that might have something to do with the way HLTV P. registers
itself as a "player".
If you find a solution though, make sure VALVe gets it into 1.1.1.1. :>
