Try using ports that are further apart. 50 ports away for example.

I'd -HIGHLY- recommend you don't sv_allowupload "1" if you aren't around
24/7 to ban pornography. Plus, whenever someone with an animated spray
which happens to be 160KB in size connects, everyone gets that joyful
spike as it downloads =)

Do you have downloads enabled; sv_allowdownload 1 in your server.cfg?
Actually I just thought of something else. I don't believe that
sv_downloadurl is supported in Source games as yet but your clients should
be able to still download from the gam
They can always scan it with various scanners :)
However, if it is indeed a true, working aim-bot, Valve should be notified.

I swear that I've seen some form of aimbot in use on CS:source as
well... Players just popping off like crazy with AWP and other guns as
well.. So I think there are more cheats operating than just speed and
wall hacks.

Turn HLGuards wall hack block on. It will not detect the wall hack it
just blocks the info from going to the client making the wall hack
pretty much useless. Also disable footsteps for additional protection.

I set up a dedicated cs1.6 server for me and a friend with VAC enabled and
HLGuard.
My friend was using latest wallhack. We played for more than 1 hour and
there was no detection or warning.

I've seen the speedhack used on source servers. Does it work on hlds
servers too?
I also thought that movement was regulated on the server.

You would think that the server would be able to determine the maximum
amount a distance a player could move within X amount of time, and
disallow players from voiding those parameters.
If HLGuard can do it from outside the program surely HLDS could do it

Most code is vulverable to some sort of exploit, hacking, whatever. BUT,
well designed code is much harder to fine exploits for.
