I checked to see if
sv_max_queries_sec,
sv_max_queries_sec_global,
and sv_max_queries_window
were valid command, they do not appear to work on Win32 (unless my
HLDSUPDATETOOL is just not updating... I watched it run today at 8:15 AM CST
and saw no additional downloads from early this AM @

I see that you have all outbound enabled by default, correct? For my own
firewall which allows outgoing, I only had to define incoming ports 27015
and 27020 (tcp or udp, where appropriate).
