You need to set the port on the command line, in the format +tv_port
. Also make sure you have updated your server with the release
today.

If I do a full refresh with no filters set, I get 28,000 odd servers in the
STEAM Internet Server List.
In trying to reproduce this problem:
I change the filter to region (Australia), hit quick refresh, I still get
28,000 odd STEAM In
This happens to me in dod.. Sometimes I'll start typing in a map name to
filter by ie dod_anzio as soon as i type in the a for anzio, no servers
show up any more.. even if i refresh with the filter on.. but as soon
as i backspace out the 'a' all the servers come back.

That's because you'r not the intended recipient. There are people on
