Im having the same issue.
I have not had time to do anything with it yet though.
I have two HLDS's on the same Windows 2003 server SP 1 install.
One works just fine but the other does not. HLDS shows no errors while
starting. And it looks like it is running just fine.

What occured just before you started having these problems? Was it just
updating srcds or updating windows? One possibility I see, although I'm
pretty new at this, is conflict of ports. Would switching to lan adjust the
ports utilized, so that the 2 servers in one box no longer conflict?

You'll want an adminmod/amxmod/amxmodx/etc plugin that controls team
balance. Nothing like that is built in to HL, afaik. Well, maybe CS, I
dunno. Basically the admin/amx/whatever plugin will keep people from
joining the wrong team and auto-balance the server when people leave.. I

It say's it is connecting to the Steam servers... No errors at all during
any phase of anything..
But like clockwork if I enter sv_lan 1 then sv_lan 0 in the Console it shows
up instantly That kind of rules out any connectivity issues. People are
playing on it as I type...

Wierd, it sounds like something is blocking it from connecting to steam
servers. My server is also running Windows Server 2003 and I have not had
any issues like that.

Ok, try saving a copy of your plugins folder and reinstalling the hlds
server via updatetool. A file may of gotten corrupted or something

I know there's a way to do it, but I'll be darned if I recall how. The
purpose is to force anyone joining the server to only have the ability
to Auto Assign, rather than choosing T/CT. This is on a Windows based
