[hlds] STV Broken After Latest DODS Update

Has anyone else found STV to be unusable since the latest update? It appears to load ok on server start up but is not listed as using a slot in the server search or HLSW. In the "Spectate" tab it shows as running but shows the actual amount of server slots that the game server has & not the all

There are plenty more servers that use the hat/item plugins *without* charging people money for them. I'm also very firmly of the opinion that server owners should be allowed to modify the game as much as they want, provided their changes don't affect anything beyond the gameplay on their serve

There were 2 options, give the message or join whenever slot is free. If that option is removed, it's either due to fix the ghost player issue or just by mistake. In any case, on a popular server, people who have the server join dialog open and will hit refresh and join, will get on the server
