Yes, i've encountered this problem too (37/32 players on 32 slot server without
reserver slots??? O_o). But I remember, that after this mass attack Valve
updated all games with patch notes "Fixed a problem that allowed spoofed IP
addresses to make connections to the game server" -

SteamCMD will not convert any files, so you will need to download new server
using SteamCMD and manualy move you custom files. Valve will release server
update before client update, so we will have some time to prepare.

Yes, the changes will be coming to CS:S.
