And make sure you've got enough free disk space left. SteamCMD has
troubles with spaces in the path sometimes (depending on how you launch
it) and might allocate lots of space in C:\program\ instead.

It does appear that SteamCMD is unable to contact any content servers
out there. Try this:
Start Steamcmd
Exit it
Start it again
login anonymous
then try to update.

Install SteamCMD to new directory and try again. Do not copy, do fresh

The app server should always reconfigure prior to installing an update, but
I'm not sure why it would take that long.
Incidentally, you're installing the server to the \ directory? Isn't that
into the drive root? I don't think that's recommended...

Last I checked, only the anonymous user has permissions to install the CS:S
server.
