As for the tickrate command line command it certainly does exist and is
only available in the command line to start source.
How do I know this ? I had to test it at differing tickrates to make

You are not forced to use all of the features if you don't want them. You
can control who has access to what by using admin flags or disabling certain
tk punishments by setting cvars. I'm planning on updating this to make it a
bit easier to disable coarse chunks of functionality via the menu if
