Not really the engine. It happens when there is a loss of connection to the
server.
This happend to me when I was on dialup and if there was a temporary
connection
error/loss this would be the result. A reconnect always fixed it.

HLDSupdatetool is probably not in the directory you are issuing the command
from.
It's also not found in the path= statement of the machine.
Find the directory that this is in and execute the command from there.
