I've visited a few servers myself in other countries and the ping times do
dramatically increase. You could
always set your router to blacklist certain IP address segments.

I have searched for nearly an hour and came up empty. There are several
"how to" guides on using SteamCMD to perform a new installation. However
none that I was able to find to convert an existing install of HLDS to
SteamCMD.
My current HLDS setup
C:\Program Files (x86)\Valve\HLServer\tf2

I can see how the need for external funds make pinion popular for
operators. Rather than give them a rough go of it for their choice in
plugin I just choose not to frequent servers that use pinion.
