the best from my experiences is 800 for CS 1.6 with good net-settings

srcds is not supporting multi-cpu so it'll run on just one "CPU"
try to turn off the HT - this splits one physical core into two virtual
and you will use then just one of them .

For Windows there is a good one from Filezilla
http://filezilla.sourceforge.net/ and for Linux i prefer Proftpd.
As Client FileZilla is also a good Solution (Client and Server is not in
one Bundle - it's seperate).

permanent lags.
