[hlds] Bad server performance after the recent update

Hi there, I got several problems after HLDS update: 1) The first one is the bad performance of the server. It makes high load to CPU, while I got huge server FPS drops. Everything was fine with previous version + rebinding CPU cores (or I could use ServerChecker tool). -noaff didn't help.
