It sounds much better and clearer than my telephone, I would say it sounds
almost as good as a CD for spoken voice, while the default voice codec is very
poor.

I don't think the codec is bad at all. Sure it isn't thx quality but there
is no reason to make cs:s use even more bandwidth (yeah I am on dial-up)
when it doesn't have to.
Maybe it is just me but I don't see a problem, maybe some should consider

The license for some open source software requires that any programs using
it must by made open source as well.

The Short answer is No
Perhaps the DoD community will have better success at having this changed
than the CS community has for the past 12 months.

Using this codec makes the spoken voices crystal clear.
Unfortunately DODS has reverted to the old default Voice Codec from HL1, and it
