I have made an attempt at an install shield solution to the hlds_proc setup, this one should work better, the MSI builder Visual Studio comes with is really a bag of shite, so lets see how this one fares up.
There is no separate web extensions download now, to install web extensions, select the "custom" option and check its tickbox. If you have any problems please report them on the Hlds_proc forum. This requirement may change for Beta3. Also it has been brought to my attention that I've used a kernel function that is not in Windows 2000 and below (misread the platform SDK) as part of the GPF handling.
