Get the hldsupdatetool.
Then do hldsupdatetool -command update -dir . -username yourusername
-password yourpassword -game "Counter-Strike Source"
This is the same method as the beta server.

Just make a new directory off your root (like c:\srcds, for instance)
and throw a copy of hldsupdatetool.exe in there. Run it like you
normally would:
C:\s
