I believe this came up once before, it has to do with plugins trying to
change settings in your server config file. I'm not sure if that was the
final problem, but it seems smiliar to what was discussed.

I would suggest restricting to weapons to - at most - things like the M4A1
and AK rifles. This should atleast get the players moving around. As for

i have OGC installed on my laptop (i never use it to play online) and view
demos of suspected cheaters in the very way you describe. it's great to use
