A hlds is running at port 22200.
Have these messages to do with the NET_SendPacket Error?
Can I ignore them?

This value is being returned by the send() library function (when
sending a UDP packet). You can ignore these errors if you don't see any
other side effects on your server (like people being disconnected from
the server unexpectedly).

It can be stopped with a server side plugin. All you have to do is to
check the banned users steamid and ban the IP when he connects.
Its working within our server plugin. Unfortunatly, I dont have the
code in a seperate plugin, but it is very easy to implement. A decent
coder can do this.
