everything on the sv_downloadurl server is bzipped, nothing on the game
server itself (where the .res file is) is bzipped. i havent seen any
requests in the logs on the downloadurl server for a .re

Run with the "-verify_all" flag to the tool to make it verify all the
files on disk. The tool make take a few minutes to download and/or
verify an update depending on your network and hard disk speed.
That error is caused by you mixing the old and new release binaries.

i use bzip2 for the maps in combination with sv_downloadurl and this
works aswell.

gameserver to need even more cpu power at higher frequencies.

below, what the problem is.
Why are you talking about tickrate? What experiences do you have which
would suggest that tickrate can lock you down to 50fps maximum?
Given the specs of the machine one would have to do _significant_

It IS your kernel timer, and this IS common accross 2.4 kernels who'se
default timer resolution is 100Hz.
You need to lift this, most people go the whole order of magnetude to
give a max of around 500fps or so.

Check your kernel's timer resolution. There is alot of prior discussion
about this in the mailing list archives.
You need a high resolution timer, the default 100Hz timer will restrict
you to 50FPS max, causing what is described.
Given that you are running -tickrate 66 there is no need to set
sv
