If not - add this first in your startline off server no.1
taskset -c 0
and add this to server no.2
taskset -c 1

Try running the standard debian kernel 2.6.8-12 , this one seems to work
better. You may also want to run the steam beta.

Just because you're having problems filling up your second server without
having yourfirst server send it's players over, does not make the feature a
good one to have. Since you apparently don't seem to be able to fill up
more then a single server
