We have a beta available for the Linux hldsupdatetool. To receive this
update, run steam -beta hldsupdate. This update fixes the broken
progress percentage when updating. We've also compiled this build using
an updated compiler, so let us know if you have any problems running it.

Its the files ! -take one file and upload to gameserver, then compress it to
bz2 file and upload to webb-server !
it will work !
many of us have had this problem and its always a file error !
