Our replay server is rock solid as well. Toggling replay_enable mid-map has
no ill effects I''ve seen, I've done it more than a few times. Only caveat
is you need to wait for a mapchange if the toggle was from 0 to 1 - toggling
it off mid-map shuts it off immediately.

Yes, i have had replays on for quite some time now and the servers are
rock solid. Only if replay_enable is set to 0 on server.cfg, they crash
on startup. Changing that on the fly to on/off might not be a good idea
either but then again, who needs to switch it on and off.
My only issue is that
Replay has been stable for me for weeks now, but I thought they
admitted you cannot have SourceTV and ReplayBot going at the same
time. I'm sure they are working on it but for now this is the case.

Anakin is right, if you set your "rate" cvar high enough (w/
sv_maxrate 0 on the server side) source will tell you something along
the lines of "Original is 9, clamped to 1048576"

today I have tried the replay again, to see if it is stable now.
Unfortunatly, I had to disable the SourveTV to get replay working. I hope
this is temporarly and we will get the SouceTV functionality back soon.
