The Steam servers are designed to support the addition and removal of
servers, so a list of IPs today may not be accurate sometime in the future.
You'd be better off trying to allow certain destination ports, specifically
the 27017-27020 UDP and TCP range.

As a means of preventing that, the technical staff decided to block all
international traffic (which includes Steam) when a attack takes place, because
they come from outside. It works but as a secondary effect, games
I'd hold off.

It appears after the VPK change our servers have been freezing for about a
second at a time, which throws mods into a bit of a frenzy. There was some
speculation that it was client side, however it's starting to look like it
isn't. Has anyone else noticed this?

Clients could in theory download a VPK file from a server, just like any other
file. But since they don't mount it, effectively you cannot put custom content
intended to be downloaded from a gameserver to a client in a VPK.
