Install ia32-libs (like 'aptitude install ia32-libs')
It fixed the problem for me on my 64-bit Debian Linux 6.0 (squeeze).

libgcc_s.so.1 does exist:
/lib/libgcc_s.so.1: ELF 64-bit LSB shared object, x86-64, version 1
(SYSV), dynamically linked, stripped

Add "-debug" to the ./srcds_run command line to generate a debug.log
