You're running the server too high on FPS. Try -pingboost 2 and sys_ticrate of 300 and see if that helps. Some CS server admins run their servers around 200-500 FPS but 5500 is a lot (not sure if DoD requires a higher ticrate) and I wouldn't doubt a CPU running at 100% utilization from a server run
