I had simular problems earlier this year. I used every trick in the book, but didn't find any problems... until I checked my .cfg-type files.
run: cat -e server.cfg and see if the $ is at the start or at the end of the lines. If it's at the start of every line i.e. $p_startmoney 800 instead of mp_startmoney 800$, then I advice you to make every .cfg/.txt-files all over again (the files that hasd this problem). Maybe that'll solve your problem.
